Bug Description
Unity launcher obstructs workflow appearing unnecessarily on mouse drag operations.
Try to rearrange app tabs on Firefox when it is maximized and you will see how (ridiculously) difficult it gets to do that simple task. First, the launcher will appear and obstruct some app tabs (effectively blinding you for what you're trying to do) and then it will trigger the window rearrangement (similar to what <"WIN"+W> does by default in Unity desktop) and you will be most likely unable to finish your simple task of tabs rearrangement.
Another example would be graphic GUI development in Qt Creator. Every time you drag a user control to place it somewhere in the "window" you're designing, Unity launcher will appear on the left covering the Qt control box on the left, effectively distracting the developer every time something is mouse-dragged in the development window.
The above was only a couple of examples for what I am sure you understand it is a serious problem of distraction in the supposedly distraction-free experience of Unity desktop.
Suggested solution: Make Unity launcher appears on mouse drag operations only when the mouse pointer reaches the point when Unity launcher is supposed to appear when the mouse is in normal mode (no handling a drag operation). Given the current default behavior in Unity, this would mean showing the launcher only when the mouse pointer reaches the left border of the screen (launcher is shown after a little time) or the top left border of the screen (launcher is shown immediately).
