Bug Description

Activate any a11y tool like screen reader (it will activate Orca)
Open Unity Launcher pressing Alt+F1

Orca speechs out interaction with Unity Launcher

Nothing happens

The reason of this bug is know. Natty still have some GNOME 2 stuff, like using gconf some several system keys. Oneiric is more GNOME 3 and it is using gsettings. So the solution is just remove the gconf stuff from the a11y initialization on Unity
