After a resolution change, the Unity panel may disappear.
Steps to reproduce:
1- Open the Monitors control panel.
2- Choose a different resolution and orientation (we use 640x480 upside down).
3- Press Apply.
4- Select "Restore original configuration" to return to how things were originally.

========================
Fixed in natty-proposed
Test case:
1. Install Unity 3.8.16
2. Choose a lower resolution on the main display in the Monitor Preferences" (System > Preferences > Monitors)
With the fglrx driver you have to use Catalyst configuration setting.
3. Verify that unity renders correctly at the lower resolution.
4. Restore the original resolution
6. Verify that unity renders correctly and that the Panel is visible
