Icons in top panel for managing windows aren’t themeable

Bug Description

The top unity panel does not accept alternate themes.

As the screenshot demonstrates the top panel icons from the selected theme are not displayed correctly for alternate themes.

if you are talking about the close icon in the pannel than in any theme the close icon is different than minimize and maximize options .it is the design.
