IPE not in application lens, cannot work from launcher

Bug Description

IPE can be installed via software centre... however it does not appear in either the dash or the application lens. It can be run in the terminal and it appears (prettily) as an icon in the launcher, I click "keep in launcher" and close IPE.

I now expect to be able to start IPE from the launcher icon, but this does not work (icon flashes indefinitely).

This can be solved (for me) by creating a shortcut for IPE (which does not have one*) in /usr/share/applications/ and then appending it to the list of application displayed for the Unity launcher. *is this the reason for the bug?
