Indicators menus not showing up when switching workspaces

Bug Description
Binary package hint: unity
Steps to reproduce the problem:
1 - Click on "workspace switcher"
2 - The top bar is still visible, so left-click on an indicator (e.g. power indicator)
3 - The background of the indicator changes, but the menu is not shown.
It would be better to show the menu, or at least to disable clicks on indicators when switching workspace.
