hovering over the panel displays nothing if the application has no menus

Bug Description
If an application (such as Chrome) is maximized and the user hovers over the panel, it displays nothing on the panel because the app (Chrome) has no menus. I think it should continue displaying the Tab name if there are no menus. Or else do something else to show that there is no menu.
