Drag and drop should not reveal the launcher if there is no valid application to open the dragged object

Bug Description

Instructions to reproduce:
- Open two tabs in a maximized firefox window.
- Grab the second tab with the intention of moving it before the first.
- The launcher slides into view, covering the location where the tab would have been dropped. While it's still possible to swap the tabs, the purple arrow that indicates tab movement is obscured by the launcher in such a way that one wouldn't notice if one isn't looking for it.
- Hold the dragged tab above the launcher.
- All icons fade out - there is no application to handle the object - except the trash - which cannot handle it either; this is a separate issue -, so there was no point in revealing the launcher in the first place.

While the above example is not a major issue (the action of moving the tab can still be performed), I have seen this happen while arranging elements in a narrow pane on the left of a maximized window (namely, reordering audio tracks in Ardour's mixer). The launcher opening makes it impossible to see what I'm is doing. I'm forced to abort the drag and drop operation and either unmaximize the window or resize the panes (which might not be possible in other circumstances) so that I can at least see a part of the labels which identify the elements I'm rearranging.

Not a major issue but a problem. This behaviour prevents reorganisation of the bookmarks and navigation toolbars near the left side of the window.
