Dragging an icon from "Apps available for download" does nothing

Bug Description
If you click "Applications" you get a series of icons of apps you have installed and apps you CAN install. The former can be dragged to the launcher, the latter cannot and a user is not given an explanation as to why.
Recommendations:
a.) Install the application and add it to the launcher
b.) Prompt the user to install the application
