Key shortcuts not working when Dash/appindicator-menu is open

Bug Description

Whenever the Dash or an app indicator menu is open, PRT SCR doesn't work, I cannot switch between workspaces with my keyboard and F1 to get help doesn't work. Probably more key shortcuts aren't working.

Does not affect Unity 2D.
