Bug Description
When the default monitor is not the monitor which you would like to display the launcher on, the launcher will appear on only the default monitor, and cannot be moved from monitor to monitor (like gnome used to do).
An example scenario could be where the user plugs an external monitor into their laptop and the laptop is placed to the right of the external monitor. The unity launcher will still only appear on the laptop monitor, even though of is not the left-most screen.

By design the launcher is meant to be on the default monitor. This has been implemented properly, but it still doesn't work well on some drivers (especially nVidia). That's bug #745579. So this bug is a duplicate of that bug.
