Launcher doesn't pulse when application launched not via launcher

Bug Description

If I have firefox in the launcher, but not open, and I click on a link in an email or something that will cause firefox to open, the icon does not pulse as if it was opening.

Easy to test by having an application in the launcher and opening via command line.
