Can't create file launcher in any panel

Bug Description

Unity 3D ,daily-ISO of yesterday, on live-USB.

- the possibility to add a file launcher in the upper panel existed in Ubuntu 10.10 (example: http://doc.ubuntu-fr.org/_media/lanceurs.png) , but it does not exist any more in Unity's upper panel.
- I expected that dragging a file (or a shortcut, see screenshot) to the left-panel would create such a file launcher, but it didn't.

This is not a bug, this is by design. There is another bug somewhere regarding this(which has been closed too.)
