Changing icon set shouldn't impact the Unity launchbar

When you change icon set, then you must reload Unity to apply this change to the Launcher.

Actually, the user-defined icon set shouldn't be used, since the rest of unity doesn't take theme elements into account. For the moment, the Unity theme is fixed, and so should the iconset as well, defaulting to ambiance, the canonical Unity theme.

Actually, I believe work is being done to allow the top-panel of Unity to conform to the GTK theme, and I feel that the bug here is not that Unity uses user-chosen icon set, but that it has to be manually reloaded.

This will require hooking up a signal somewhere in unity for when the default icon set changes. We currently dont signal this out anywhere.

Just needs listening to gtk-icon-theme "changed" signal and reloading any of the themed icons. I think LauncherSimpleIcon could do this if it was set with a themed icon.
