When an application start with maximized window, the window border doesn't removed.
In this case, the user need to put back the window to normal size, (in some case) close the window and restart the application (or open a new window).

In this case, the user need to put back the window to normal size and then maximize it. In some case need to close the normal size window and restart the application (or open a new window).
