Global menu application title does not update when changing tabs (on maximized windows)

When using Chrome, the appmenu title shows the full tab name, but when tabs are changed the title does not update.

This affects more than chrome. I filed a full bug report for this but was tagged as duplicate of this one for some reason. As far as I can tell this accrue nautilus and firefox. But probably any application that updates the window title. Bug is only triggered when window is maximized. Unmaximise window to fresh windows title.

This does not only happen with maximized windows. Open a gnome-terminal, "Edit > Profile Preferences", in the "Title and Command" tab change the initial title. The window border immediately updates the title, the top panel lags behind.

The problem is that the title seems to update on a timer, not when the application signals the title change.

The title should not be updating using a timer, it should be using the ::wmName atom notify

bamf has the information and should normally be signaling when that happens. I'd like to understand whether bamf can be used, or whether it is the issue because of too many hops in between.
