Unity side panel doesn't hide for Appearance Preferences window

Bug Description

The side panel appears to respect the Autohide/Intellihide preference for all windows, except for special windows (like the Appearance Preferences window which can be accessed via right-clicking the desktop and selecting Change Desktop Background, or GIMP's toolbox).

This bug is similar to the following but, though this bug does not require any special privileges whereas the following bug does:

In unity 3.2.12 this seems fixed, but it isn't - the appearance dialog just has a different window type (shows all three window buttons). I still see the behavior with GIMP's "Toolbox".
