Binary package hint: unity
If you have more than one window open for an application, clicking it in the launcher should raise the window with the most recent activity.
For example, if I have 3 firefox windows open and click on a link in xchat-gnome, the launcher highlights firefox, but clicking it almost never raises the window containing the link I just clicked on.

Interesting. It should raise the most-recently- focused window, and
conversely, when you click on a link in another app, and firefox opens
that in a tab, it should open it in the same window. I suspect the issue
is more in FF's choice than Unity's.
