hard to get to terminal menubar when not full-screened

Bug Description
I love the screen consolidation from having the menubar consolidated with the
gnome menubar. However, now that unity is on my larger desktop, and supports
floating windows, if I have firefox fullscreened and a terminal above that, and I
want to, say, change the profile on the terminal, it can be hard to get to the menubar,
because as I mouse over firefox, the firefox menubar takes over.
I have to then either:
1. click on the terminal icon on the left panel, then straight up and over to keep
the menubar. This doesn't suffice if I have two terminals.
2. move firefox out of the way
cyphermox suggested this was due to my having mouse-over focus.
In any case I realize this isn't a bug but a design point in a in-progress design :)

I was pretty sure that it was addressed somewhere, but I can't find the reference right now, let's open an ayatana design task for it, thanks!
