Global Menus (i.e., File Edit View etc) is NOT a good idea for a default setup on Desktop PCs. What is desirable though is the follow two things:
1.) when a window is maximized, the Titlebar merges into the panel so its contents are display in the panel. And when a window is not maximized, the user gets a traditional menu setup.
2.) applications should allow customization so that icons etc can be put (dragged whatever) on the Menubar (e.g., like Firefox presently allows). This can save enormous space. Applications like Nautilus, OpenOffice (LibreOffice) could use this functionality. Here's a screen shot of Firefox with everything I use to navigate the web all on the Menubar: http://
