It looks like fixing this problem is actually on the radar for 12.04 LTS. It's important to note that the fix _cannot_ simply be an ON/OFF option:
1) ON - Leaves alive all the same issues described in this lengthy bug report.
2) OFF - Defeats the benefits of the Global Menu with a maximized window.
While those two options should certainly be available, it is critical that the fix includes the single most important and most requested option:
[x] Global Menu only for maximized windows
Without this option, no progress toward a real solution will have been made. Having all three options will satisfy the full range of users and use-cases.
