Ctrl+Shift+V paste in terminal broken

Bug Description

The first time I open a terminal Ctrl+Shift+V will not paste text to the terminal. Paste does work with right click then select paste from the menu.

If the terminal program is closed and reopened the Ctrl+Shift+V paste starts to work.

If I log out of the session Ctrl+Shift+V stops working again until I close and reope nthe terminal...and repeat.

This is very confusing and made me feel like I was going insane since sometimes it would work and other times it would not work

I am using ubuntu 10.10 unity.

I can reproduce it to the desktop session as well. So it seems to be a gnome-terminal issue and consequently, a duplicate of bug #630383
