Bug Description
Binary package hint: unity-place-files
It's annoying that the right edge of the scrollbar click area doesn't extend to the edge of the screen. It doesn't have to be visually drawn at the edge, but a click on the edge should start a drag. Fitt's Law and all that.

The rendering of the scrollbar is done inside Unity so reassigning the bug there.
