launcher shouldn't 'fold' when hovering on a quicklist

If you right click on a tile that was normally folded to see its quicklist, and then hover over the quicklist, the launcher folds up, but the quicklist keeps its location, so the menu isn't pointing to the right application. Instead, when a quicklist is open, the launcher should not fold, even if the pointer isn't on it.
