Translations from .desktop files are not loaded

When hovering the mouse cursor over the application icons in a non-English locale, the names of the applications appear only in English, although the .desktop files where these descriptions come from are translated.

One thing I've also noticed is that after loading the application, the same procedure (i.e. hovering the cursor over the application's icon) results in the application name being translated in the tooltip.
