can't use right click to rename files on Desktop

Bug Description
Problem: When I right-click a file on the desktop and choose rename, the file name is selected but greyed out and I can not rename the file. It will work only if there are no non-minimized windows open. Otherwise, if there is a non-minimized window open, the text goes to that window when I type. This happens even if the mouse is over the filename. I can still rename the file by right-clicking and choosing properties and renaming in the properties dialog.
Cause: The problem can be reproduced and "solved" by changing the focus behavior in Unity Tweek Tool -> Workspace Settings -> Additional -> Focus Behaviour. When Focus Behaviour is set to "mouse" or "sloppy" renaming does not work (except with no non-minimized windows). When Focus Behaviour is set to "click" it goes back to working (after possibly minimizing windows, but after that it works even with windows restored to non-minimized state). I would expect that the mouse over the name field would fix this, even if Focus Behaviour is set to "mouse" or "sloppy". Although, if the mouse were over another window I would expect the problem (after some thought about how the Focus Behaviours are expected to work). At this point, of course, the "solution" is to not use those Focus Behaviours. This is why I think it is a bug, although possibly with Unity itself.
