When a new app is opened, it is not added to the keyboard shortcuts

to reproduce:
open new aplication via the dash (is that the name of the thing? click super key and open an application)
hold super and verify that application is not on the list of shortcuts yet
change foreground application; press super+number and verify that application does not come back into focus
