Bug Description
Hello,
I like Unity, but everytime I rearrange my icons in the launch with drag and drop, I wonder why I'm able to drag it on the desktop?
I think for newcomers that can be confusing and they will try to drag and drop it into folders/desktop just to realize that it does nothing.
The icons should be fixed and move only vertically.
