Unable to move window to workspace via right click title bar

I'm finding that I am unable to move a full screened window to another workspace. It's easy to duplicate. Simply full screen a window in another workspace, right click the title bar, and try sending it to another work space. In some cases it works. I find that moving to workspace 'down' often works. Moving to workspace left/right/up is more of an issue. I duplicated this on two different laptops on 14.04.
