popup windows appear below top panel

Various pop up windows (e.g. ubuntu help, preferences from firefox) appear under the top panel. Thus, the window can't be selected, moved, closed down, etc. As well, the top panel bottom edge appears fuzzy.

Thank you for your bug report. Do you have specific steps to reproduce the issue? What is your screen resolution? Does it happen with only firefox open?

It happens all the time with and without firefox open.

This appears to be a problem with Unity only. Everything works fine with Gnome Fallback.
