New lock screen is shown on ctrl+alt+l rather than blanking the screen

On screen lock the screen used to fade to black now instead it displays the unity lock screen.

This now happens after 2 seconds of non-user interaction with the lockscreen.

If you interact with it, then you need to wait the system defined idle time.
