Bug Description

When using gnome-terminal under unity, with keyboard shortcuts for menus turned off, it is still possible to open the menus.
To reproduce:
1. Open gnome-terminal.
2. Go to the edit menu, and select "Keyboard Shortcuts..."
3. Uncheck the "Enable menu access keys" checkbox.
4. Close the window.
5. Open any of the terminal menus, such as file, edit, terminal, view, etc with the shortcut key.
6. The menu should open, dispite the disabling of shortcuts.
