Inconsistent click-drag behaviour between global and local menus

Bug Description
With global menu in top bar, click (without unclicking) a menu and drag down to choose a menu item.
Now enable locally integrated menus and maximise an application then do the same.
I've observed the behaviour is inconsistent.
With global menu: Menu opens
With LIM: Window detaches from being maximised.
This makes it slower using LIM as you can't click and drag down to open a menu, you have to click/release then slide down and click again.
