Bug Description
Problem started happening in Saucy 13.10, was fine before.
Steps to reproduce.
* (Prerequisite) Have file browser icon locked in Launcher
* Open two file browser windows
* Minimize one
* ALT+TAB and select Show Desktop
* Double click the file browser icon
Expected: I can see both windows
Actual: Ghost window?
