unable to switch between windows

Bug Description
In 13.10, switch between windows is unable.
When windows isn't in same desktop, it's impossible to switch between them, nor with ALT+TAB, nor by click on dock.
reproduct :
open a windows (terminal for example) in workspace 1
go to workspace 2 and open nautilus
bug : click on terminal icone on dock or use ALT+TAB : terminal was'nt focus
but if you have nautilus and terminal on same workspace, there isns't bug, ALT+tab or click on dock work.
note: in CCSM > Unity plugin>Switcher, "Bias alt-tab to prefer windows on the current viewport" is checked
I tried to uncheck/check it but there was no effect
