Inconsistent behaviour closing apps in unity8

Bug Description

Steps:
1. Open 5 apps
2. Goto the apps scope
3. Press and hold on an app to reveal the crosses
4. Close the last app
5. It closes and the icon is removed
6. Close the second app
7. If closes and the icon is removed
8. Close the first app
9. The new second app is now opened and the first is removed from the list of apps in use.

Expectation:
I expect the behaviour to be consistent.

Yup, I'm seeing this on my mako with latest Unity 7.81.2

Yep, Its a regression as it has already been fixed once, a month or so ago.
