Disabling auto-raise windows fails in Ubuntu 13.04

Bug Description

$ gsettings set org.gnome.desktop.wm.preferences auto-raise false

... windows still auto-raise when I am on focus-follows-mouse. This worked fine up until 13.04. Fix or workaround?

I installed ubuntu-tweak-tool 0.0.4 and changed the settings there - that took care of it. However, it is still a bug that the behavior is broken as-is.
