Lenses shortcuts not working in singular cases (e.g. Super+A)

Bug Description
Basic test case:
1. Start a clean Ubuntu session
2. Press Super+A to open the application lens
-> Notice that nothing happens
3. Subsequent keybinding presses work normally
It seems that the lenses are not loaded yet right after startup, so the CheckShortcutAc
But that's not the only case when it happens. On jenkins autopilot builder environments it has been noticed that unity.tests.
