unity only allows show "ubuntu desktop" at left of panel, for localization it can not be customized

Bug Description
As we can see, unity now only supports show "ubuntu desktop" at left of panel, for many localization team, they can not change it, so localization is not entirely. So, for unity, it should to be more convenient for localization.
