Lock Screen shortcut doesn't work after each login

Bug Description
Each time I log in, the Lock Screen shortcut (Super + L) doesn't work. In System Settings > Keyboard > Shortcuts > System, next to "Lock screen" the shortcut is listed as Super + L, and the pull-down menu at top right of the desktop also shows "Lock Screen .. Super + L". But when I press Super + L, nothing happens. Left and right super give the same result.
Now if I go into System Settings > Keyboard and manually set the Lock screen shortcut to Super + L, then it works... until the next time I log out and log back in again. So, each time I log in I have to manually reset the shortcut again.
I've tried and failed to find a solution to this. I'm happy to help troubleshoot.

I am running Ubuntu 12.04.2 32 bit here. On my system, pressing Super + L opens the Launcher. The pull-down menu at the top right of the desktop shows "Lock Screen Ctrl+Alt+L", which does lock my screen.
