As part of the big bug review for 16.04 LTS, I have tested this on 15.10 and the bug is still there.

I don't see "chat" in the menu, just Empathy. However, the behaviour is the same: Clicking on Empathy opens the contact list, but not the chat window, when Empathy is already minimised.
