Rarely application menus not exported to the panel correctly

Bug Description
The failure got first spotted on an intel jenkins test machine.
When the bug happens, the menu doesn't seem to appear on the panel. Maybe it's a different bug, but some people reported that a different application's menu gets exported instead. It seems to happen for any application, tested on the Calculator. Confirmation required.
The following tests seem to fail on jenkins due to a bug like this (only on intel GPU machines):

Thank you for your bug report. That ticket is quite old and we didn't get recent report of the problem, also it seems to work correctly now, closing. Feel free to reopen if you can still reproduce in more recent versions
