Attempting to start Launcher keynav with Dash up fails on 2nd monitor

Bug Description
This bug was uncovered with Autopilot test: test_alt_
(unity.
To reproduce:
- Have two Monitors
- On the 2nd monitor (mouse on the 2nd monitor) start the Dash
- Start Keynav (Alt-F1)
- Error: Dash closes but keynav isn't started
If you do these steps on the 1st monitor it works as expected (i.e. Dash closes and Launcher keynav is started).
This is on Raring with the staging ppa.
