desktop files not picked up in /usr/local/share/

Bug Description

When installing a new application that uses python: distutils.core import setup with the default setting the .desktop file will end up in /usr/local/share/applications/

1 Place a valid .desktop file in /usr/local/share/applications/
2 run update-desktop-database -v (note that the desktop file is found as it's in a valid XDG_DATA_DIRS
3 Expect application to show in unity
