System Settings focus behaviour is very inconsistent and confusing

Bug Description

Using the power cog menu to open System Settings works if it is either not already open, or nothing has been selected. Otherwise, even if you are in the main view, it will not appear, but the Unity Launcher entry will instead get urgency (wiggle). This can be confusing and difficult to notice since your eyes are drawn to the opposite side of the screen. The effect is that it doesn't seem to do anything at all. Even when you know that this is the case, it is actually quite difficult to get used to, because it might be ten hours since you used the volume control and now you can no longer open System Settings.

What I would like to happen, is that if you select Audio Settings from the Audio Menu, then the System Settings dialog is opened or focused. If you open the power cog menu and select System Settings, the System Settings dialog is presented. This is not currently what happens. In other words; it should not just launch. It should also Focus If Open.

Quick and easy steps to reproduce:

1) Click the power cog and select System Settings.
2) Click outside the System Settings dialog so that it is completely hidden by a maximized window behind it.
3) Perform step 1 again.
4) Notice that System Settings is focused, as you would expect.

5) Select an entry in the dialog, such as Sound.
6) Hide the dialog again by clicking the maximized window as before.
7) Open System Settings from the power cog again.
8) Notice that this time, the dialog does not appear, but that the icon on the launcher has urgency. (wiggles)

9) Click the icon in the launcher to bring System Settings in focus.
10) In the System Settings dialog, go back to the main view by using the breadcrumbs.
11) As before, hide System Settings by clicking on a maximized window in the background.
12) Reopen System Settings from the power cog.
13) Notice that while the dialog looks identical to how it did in step 1, it can no longer be reopened from the power cog.
