Sticky edges do not work with quantal SRU-0 candidate

Sticky edges do not work, there is no resistance when moving between screen edges.

[Test Case]
0. Configure multiple monitors
1. Open Systems Settings -> Displays
2. Set Sticky Edges to ON.
3. Move the mouse over the screen to screen barrier.

Expected result:
The mouse pointer should encounter resistance when moving to the other monitor.

Actual result:
The mouse pointer moves freely at all times.
