Cannot drag icons to right below the BFB icon

[Impact]
Moving icons freely on the Launcher is troublesome.

[Test Case]
1. Press and hold any application launcher icon to detach it and start the drag
2. Try moving the icon so that it's right below the BFB sign
 -> Make sure it is possible
3. Try moving the icon so that it's right above the workspace switcher icon
 -> Make sure it is possible

[Observed Result]
When dragging an icon, it is not possible to move it right below the BFB sign and right above the switcher icon. When trying to do so, the icon gets placed one icon below/above. The only way of doing it is dragging the icon away from the launcher and then dropping it from afar.
