Launcher tooltips does not show on first mouse pass

Bug Description
Hi guys, I noticed this after the last slew of updates over the last week of so. When I first login and Unity shows, I have to pass the mouse over the launcher button twice for the tooltip to show. It only does this the very first time after that it does not exhibit this behaviour. I am not sure if anyone else is affected by this. It did not use to do this.
Ubuntu Linux 12.04
unity 5.14.0-0ubuntu1
I have not noticed any other painting issues with the launcher
