launcher over laps the browser or applications menu

Bug Description
UI bug, need to have auto-hide launcher set to off in appearance, so when I click on the browser and view it in the maximized view, the title page of the application would be over lapped against the list of menu of the browser like file, edit ....etc. This also varies with the various themes seleted by the user and some themes just cant handle the over lapping well. This issue is so far observed with maximized window mode of any application. It is sometime annoying as the user cannot differentiate between the menu options of the launcher and application. see attached screen shot.
