attempting to drag fixed items from the launcher results in other applications being moved

Bug Description
1. Mouse down on the workspace switcher.
2. Drag out to the right of the launcher.
3. Drag up alongside the application immediately above the workspace switcher.
What happens: That item immediately above starts being dragged.
What should happen: Nothing.
If you try and move the workspace switcher out from the launcher and up or down the launcher, it moves the application above it instead.
If you select the rubbish bin and do the same, it picks the item above the workspace switcher and this is what you are dragging up and down.
I know both of the items are fixed locations, what I would expect to see would be NO applications being pulled out into the desktop to move up and down as the user sees another application instead of the one they have originally selected.
